WEEKLY REVIEW: Government improves coop with NGOs to develop national export strategy

ASTANA. November 15. KAZINFORM - Government will bring together all the regional development programs into a single project. The Program of development of small towns in Kazakhstan will included another 41 towns. There is being developed the National Export Strategy which includes a creation of sales offices network abroad.

On Monday, November 11, the Vice-Minister for Emergency Situations Valeriy Petrov said that in order to fulfill the instructions of the President of Kazakhstan to reduce fatalities on the most dangerous sections of roads, in addition to the existing 12 there will be put into operation another 14 route medical-rescue stations. These items will be fully equipped with medical equipment, water tank, fuel and lubricants as well as ambulances with special equipment.

On Tuesday, November 12, at a meeting of the Government the Minister of Agriculture Asylzhan Mamytbekov toalked about the harvesting campaign. According to his words over 15.6 million hectares or 99.3% of the harvested acreage grain are threshed , in the initial weight of 20.8 million tons of grain at productivity of 13.3 tons per hectare . Oil-bearing crops are cleaned from 73% of the areas, sugar beet - from 83%, vegetable and cucurbitaceous and potatoes - from 97%. Cotton cleaning is completed. According to A.Mamytbekov, "productivity in the current year is higher than average for the last decade on grain crops for 11% (on 0,7µ/hectare), olive - for 41% (on 2,6 c/hectare), potatoes - for 17% (on 26,1 c/hectare), vegetable - for 11% (on 23 c/hectare).

Prime Minister Serik Akhmetov emphasized need of diversification of cultivated areas, introductions of moisture preserving technologies, ensuring requirement of animal husbandry in sterns, fodder grain, including, at the expense of grain state resources.

On Wednesday, November 13, during debate in the Majilis on the amendments to the national budget for 2013-2015 the Prime Minister said that all the programs on regional development will be combined into a single project. This will be done in the framework of execution of the President's instruction on state planning improvement.

On Thursday, November 14, at the VI Civil Forum in Astana the first Vice-Premier Bakytzhan Sagintayev noted that today the development of regulations is conducted with the participation of representatives of non-governmental organizations.

Foreign Minister Erlan Idrissov during a meeting with NGO representatives said that the authorities of Kazakhstan and the Government look for open dialogue with NGOs.

Vice Minister Serik Nokin mentioned that the program on housing thermal modernization will be realized under one and the same mechanism. Housing thermal modernization program was implemented in 2011and for two years around 1270 houses were renovated.

On Friday, November 15, there was signed a Memorandum of Cooperation between the Government of the Republic of Kazakhstan and "Tengizchevroil". The Memorandum was signed with a view to promoting investment, education and training and employment in Kazakhstan. During the signing ceremony, the Minister of Oil and Gas Uzakbay Karabalin stressed that the new project creates 20,000 jobs for Kazakhstani specialists.

Parliamentary hearings in the Senate discussed the issues of legislative protection of the interests of national producers in terms of the Eurasian integration as well as accession to the World Trade Organization.

First Vice -Minister of Industry and New Technologies Albert Rau has informed about the enhancement of the National Export Strategy. It is an important component of the system to support and stimulate exports and increase the role of Government and extent its involvement in export problems solution. In this regard, one of the important parts of the strategy is to create a network of sales offices, special institutions for export promotion with the participation of representatives of the Ministry of Foreign Affairs and the National Chamber of entrepreneurs.
