WEEKLY REVIEW: Implementation of the State Program of Forced Industrial and Innovative Development pushes gradual diversification of investment flows

On Monday, 26 November, Vice Prime Minister and Minister of Industry and New Technologies Asset Issekeshev headed a session dedicated to the construction of infrastructures of the project on production of mineral fertilizers in Zhambyl region. The session approved the Concept of further implementation of the investment project. The project is implemented within the agreement made between the Government of Kazakhstan and OJSC "MCC "EuroChem". The Ministry of Industry and New Technologies of Kazakhstan held the session focused on the measures of state support for enterprises processing rawhide the same day.

Head of State Nursultan Nazarbayev received Education and Science Minister Bakhytzhan Zhumagulov on Monday. The meeting focused on the progress of implementation of the tasks set in line with the state-run education development program. President Nazarbayev stressed it was necessary to develop innovative technologies inextricably connected with the theme of the forthcoming international specialized exhibition EXPO-2017 in Astana, "Energy of the Future".

At the Government's meeting on Tuesday, Transport and Communications Minister Askar Zhumagulov submitted the draft state program "Information Kazakhstan 2020". Transport and Communications Minister also informed: "Kazakhstan will begin digital broadcasting this year in 13 regions. 95% of population will enjoy digital television advantages by 2015". He briefed on the development of the draft law "On electronic commerce".

Prime Minister Serik Akhmetov, speaking of the forthcoming international exhibition EXPO-2017 in Astana at the Government's meeting, noted that Kazakhstan's well-deserved victory speaks for the country's high authority. He especially stressed there was little time to bring that project to life and Kazakhstan should justify the high confidence vested by exact and accurate organization of all necessary works and events.

In addition, the Сabinet approved the draft state program "Information Kazakhstan 2020". The program is purposed to introduce information and communication technologies in all economic sectors. It will let solve tasks in order to raise efficiency of public administration system and contribute to the development of the country's information space.

Following the results of the meeting the Kazakh Government approved the regulation "On implementation of the Law of Kazakhstan "On republican budget for 2013-2015" and endorsed the presidential decree "On the State Program "Information Kazakhstan 2020". The Cabinet also reviewed the transition of 60% of socially important services into electronic format until the end of 2012.

On Tuesday, Prime Minister of Kazakhstan Serik Akhmetov also held a session focused on the issues of implementation of the State Program of Forced Industrial and Innovative Development and projects of the Industrialization Map. "In 10 months of 2012, the biggest growth of the index of actual volume in the processing industry was achieved in the engineering sector (12.3%) and light industry (7.4%). The industrial production volume reached 12.1 trillion tenge including due to implementation of the projects launched within the Industrialization Map in 2010-2012," Deputy Prime Minister - Minister of Industry and New Technologies of Kazakhstan Asset Issekeshev said.  

"Over 5.7 billion U.S. dollars has been attracted since the beginning of implementation of the forced industrialization program. Beginning from 2009, the investments are attracted to the production of pharmaceutical products and production of computers, electric and optical products. Thereat, implementation of the program conditioned gradual diversification of investment flows," A.Issekeshev said.

The Prime Minister emphasized the necessity to implement the forced industrialization program in the single-industry towns.

The same day Serik Akhmetov had a meeting with Deputy Chairman of the Russian Government Vladislav Surkov. The sides discussed a wide range of issues of bilateral cooperation including the opportunities for implementation of "ERA-GLONASS" project in Kazakhstan.

On Wednesday, November 28, Minister of Labor and Social Protection of Population of Kazakhstan Serik Abdenov said the number of people receiving target social assistance in Kazakhstan reduced 5 times. In early 90s there were 1 million people receiving target social assistance in the country. Presently, their number makes about 200 thousand.

On Thursday, November 29, Chairman of the Committee for Trade under the Ministry of Economic Development and Trade Aidar Kazybayev announced that Kazakhstan would implement the project on creation of the Fund of Future within the preparation for the international specialized exhibition EXPO-2017 in Astana. The fund may finance programs on the development of new technologies in the field of energy preservation and renewable energy sources in the developing countries.

Vice Prime Minister of Kazakhstan Krymbek Kusherbayev and First Deputy Premier of Uzbekistan Rustam Azimov signed the final protocol of the XII session of the Intergovernmental Commission for bilateral cooperation between Kazakhstan and Uzbekistan on Thursday in Tashkent. The session concentrated on the problems of commercial and economic cooperation in the investment sphere, transport, energy, oil and gas, agriculture and water management.

Agriculture Minister of Kazakhstan Assylzhan Mamytbekov chaired the 2nd session of the SCO agriculture ministers on Friday, November 30, in Astana. At the session participants discussed the problems of further development of cooperation in the sphere of cattle breeding, veterinary medicine, seed farming, quarantine and crops protection. Following the results of the session there was approved the plan of action for 2013-2014 on implementation of the Agreement between the governments of the SCO member states on cooperation in the sphere of agriculture.
