WEEKLY REVIEW: Kazakhstan expands technical cooperation with European countries, pays special attention to supporting youth

ASTANA. July 20. KAZINFORM This week the government activities started with the meeting of Kazakh Minister of Defence Adilbek Dzhaksybekov with his French colleague Jean-Yves Le Drian.

The sides noted the positive dynamics in development of Kazakh-French relations, which is proved by the Treaty on Strategic Partnership that entered into force in 2010. Dzhaksybekov stressed that so far the cooperation between Kazakhstan and France is characterized by a high level of interaction in political, economic, cultural and humanitarian spheres. One of the important components of the Kazakh-French cooperation is the sphere of defense.

Enterprises of the defense industry of France are taking an active part in the development of Kazakhstan's military-industrial complex. At present, a number of Kazakh-French projects is being successfully implemented.

A joint venture "Thales Kazakhstan Engineering" has been operating since September last year. Another joint enterprise "Granit Thales Electronics" has been launched this year.

The two countries attach big importance to the development of joint enterprises and competitiveness of the production. "Our visit will give additional impulse to the development of bilateral relations, particularly in the military and technical area," Jean-Yves Le Drian noted.

On Monday, Kazakh Minister of Industry and New Technologies Asset Issekeshev paid a working visit to Spain. He held talks with Spanish Minister of Foreign Affairs and Cooperation Jose Manuel Garcia-Margallo, Secretary General for Industry and SMEs of Industry, Energy and Tourism Ministry Luis Valero Artola, UNWTO Executive Director Marcio Favilla.

Asset Issekeshev and Spain's Secretary of State for Trade Jaime Garcia-Legaz chaired the fifth sitting of the Kazakh-Spanish Intergovernmental Commission for cooperation in the field of economy and industry.

During the visit, the sides agreed to develop a roadmap of Kazakh-Spanish cooperation in the field of investment and technology transfer and with this purpose to establish a special working group.

On Tuesday, according to the Government's resolution, the Ministry of Education and Science of Kazakhstan established a Youth Policy Committee. The Committee will have departments in all regions of Kazakhstan. Youth policy in Kazakhstan will be regulated by specifically designed law. The President instructed the Government to submit by 1 November this year the draft Concept of State Youth Policy till 2020. To solve these problems will be the task of the Committee of Youth Policy.

"To date, the Law on Youth Policy is considered in Majilis. The Lower House made 127 amendments, of which 57 proposals relate to the financing of those innovations that are specified in the law" said the representative of the Ministry S. Sultanbekov. According to him, Kazakhstan over the past 5 years has increased the number of youth organizations from 500 to 1300.

The same day, the Ministry of Environmental Protection announced that the first session on implementation of ecological program "Green Bridge" scheduled for this autumn in Astana. Ecological program "Green Bridge" initiated by the President of Kazakhstan which is aimed at transfer of green technologies was approved at the international conference "Rio+20" in June of this year. Studying and systematization of the world practice in using "green" technologies as well as their introduction in production are among the priorities of "Green Bridge" Program. It is the purpose working bodies of the program will be established for.

On Wednesday, Kazakh Ministry of Oil and Gas announced that the construction of the infrastructural facilities for a new gas and chemical complex is underway in Atyrau region. Presently, the planning of 78% of the main technological installations and network is complete within the first stage of the construction process. The planning of the infrastructural facilities is 95% complete. Construction of this complex will allow temporally employ up to 6.4 thousand people (during the first and second stages) and up to 900 people will be provided permanent jobs during the operation period.

The project will have two stages: the first stage - establishment of production of polypropylene with the capacity of 500 thousand tons a year, the second stage - establishment of production of polyethylene with the capacity of 800 thousand tons a year. The implementation of the project began in 2010 and scheduled to end in 2012. The cost of the project is 6.3 bln US dollars.

On Thursday, Kazakh Minister of Agriculture Assylzhan Mamytbekov stated that this year's crop forecast is 14 million tons. He said that Kazakhstan won't curb grain exports this year even as drought persists in the main grain-growing regions. The country plans to ship about 10 million metric tons of grain in the season that started July 1, according to the statement.

On Friday, July 20, Prime Minister of Kazakhstan Karim Massimov visited republican fair of achievements of the agro-industrial sector of Kazakhstan "Karaotkel-2012" in Astana.  

It is worth noting that representatives from all the regions of Kazakhstan participate in the fair. Thus, more than 300 companies including cattle suppliers, agricultural machinery producers and processors of agricultural products participate in the event. 

Last year, "Karaotkel-2011" fair brought together representatives of over 250 domestic and foreign companies. The first auction of livestock animals was held during the event. Agricultural products totaling 55 million tenge were sold at "Karaotkel-2011". Agreements worth 70 million tenge were signed as well.
