WEEKLY REVIEW: Kazakhstan introduces state-of-the-art IT technologies, jazzes up work of e-Government

On Monday, December 24, Prime Minister Serik Akhmetov took part in the presentation of a toll collection point on Astana-Schuchinsk motorway. The pay toll system was introduced in order to collect money for maintenance of the road. GEA, a French company, provided the equipment for the toll collection point.

The same day Secretary of State Mukhtar Kul-Mukhammed chaired the republican conference on the priorities of the recent state-of-the-nation address of President Nazarbayev to the nation "Kazakhstan-2050" Strategy: new political course for an established state". At the conference Mr. Kul-Mukhammed instructed ministries and agencies on the necessity to set up special groups on the promotion of the strategy.

Prime Minister of Kazakhstan Serik Akhmetov said at a government meeting on Tuesday (December 25) that following the results of 2012, the expected growth of GDP is at the level of 5 percent. According to him, the expected GDP growth is at the level of 5%, the consumer price index by the end of the year - at 6.5%, investment in fixed capital - more than 3%. The Premier stressed the Government and executive bodies will concentrate on the implementation of the new "Kazakhstan-2050" Strategy in 2013.

At the meeting Prime Minister Serik Akhmetov gave instructions to pay special attention and strengthen control over the functioning of life-supporting infrastructure in the regions. He charged Krymbek Kusherbayev jointly with the regional governors to make a map of villages where special attention should be paid to smooth functioning of life-supporting infrastructure.

The fourth generation of mobile communications Long Term Evolution standard was commercially deployed in the cities of Astana and Almaty on Tuesday (December 25). The 4G system was launched in a solemn ceremony with the participation of the Head of State at the Palace of Independence in Astana. According to Transport and Communications Minister Askar Zhumagaliyev, the LTE Standard is becoming more and more popular around the world. In Kazakhstan it will give an impulse to the development of interactive services and introduction of new technologies in all sectors of economy. The same day the Government of Kazakhstan was instructed by the Head of State Nursultan Nazarbayev to build up a concept for formation of the prospective national clusters in 1H of 2013.

Prime Minister Akhmetov had a meeting with President of OJSC Lukoil Vagit Alekperov on Wednesday (December 26). The issues regarding cooperation in the oil and gas sector as well as implementation of joint projects in the oil industry were addressed at the meeting. 

The same day the Premier chaired a session focused on the issues of preparation for the EXPO-2017 in the Ukimet Uyi. The session participants discussed the main aspects of the draft National Plan on organization and holding of the EXPO-2017 for 2013-2018. In particular, the issues regarding development of the Registration Dossier, interaction with the office of the International Exhibition Bureau and establishment and functioning of the state commission were addressed.   

In the course of the session the Prime Minister announced the adoption of a new state program directed to the development of infrastructure in 2013. In his words, it will embrace motor- and railway sectors of the country as well as other directions. PM Akhmetov believes the program will have huge impact on the development of cellular infrastructure in Kazakhstan.

On Thursday, December 27, Vice Prime Minister K. Kusherbayev made a working trip to Atyrau region. While visiting the Atyrau thermal power plant, Mr. Kusherbayev noted it was important to prevent surges in cost of electric and heating energy and commissioned the anti-monopoly agency to control the process of tariffs escalation.

Transport and Communications Minister of Kazakhstan Askar Zhumagaliyev reported to the Head of State Nursultan Nazarbayev on the implementation of the president's instruction on automation and optimization of public services on Thursday. The Minister spoke about the progress of the transfer of 60% of the social services, licenses and permits to the electronic format. To date, 22 socially important services (60%) have been transferred to the electronic format. This allows to exclude 96% of paper copies of the original documents. Therefore, there will be no need to provide more than 42 million paper documents annually. The Minister noted that reducing the time of services and the number of documents became possible thanks to the integration of systems of government agencies into databases "Individuals", "E-notary", "Real Estate Registry", "E-licensing", information system "Address Register", information system of Labor Ministry, etc.

Prime Minister Serik Akhmetov chaired a session on the problems of cellular tariffs formation on December 27. Minister A. Zhumagaliyev who was in attendance informed the Ministry of Transport and Communications carried out an independent analysis and worked out recommendations for mobile operators on reduction of rates on interconnection. In his words, three mobile operators KaR-Tel Ltd, JSC KCELL and Mobile Telecom Service Ltd have agreed to gradual reduction of tariffs for 15%.

Summing up results of the session Serik Akhmetov stressed it was crucial to make mobile communication sector of Kazakhstan more competitive and decrease cost of cellular services, including tariffs on interconnection.

On Friday, December 28, Prime Minister Akhmetov chaired a telephone conference that reviewed preliminary results of implementation of the State Program "Affordable Housing-2020" in 2012.
