Weekly Review: Kazakhstan set to raise economic energy efficiency

According to official statistics of the local executive bodies, as of November 21 78,000 people have applied for the participation in the Employment 2020 Programme," Kazakh Labour and Social Protection Minister Gulshara Abdykalikova told the Governmental meeting.
"On the ground of the examined applications 50,800 out of 51,600 people signed the social contracts. The youth under 29 is accounted for 58% of them," the Minister added.
"Emergency medical service for Kazakhstanis will always be free," Prime Minister Karim Massimov announced at the Government's session.
The Premier asked Minister of Healthcare Salidat Kairbekova to clear up a situation on the issue, which has recently strongly troubles the society as the payment for emergency call for the people. The Healthcare Minister informed that within the Salamatty Kazakhstan program it is foreseen introduction of co-payment, but it does not relate to emergency medical service.
"Let's clearly define the issue, that emergency medical service will always be free for the citizens. And there can be no discussion on this issue," K.Massimov said.
PM Karim Massimov charged also Transport and Communications, Labor and Social Protection Ministries and governors to develop an infrastructure along the West Europe-West China highway to create thus new job places for locals and boost small and medium business.
On Tuesday the Government approved the Energy Efficiency Package Plan.
Introducing the Energy Efficiency Package Plan, Vice Minister of Industry and New Technologies Kanysh Tuleushin noted that this plan is directed to solve the tasks set by the Head of State, i.e. by 2015 its implementation should reduce the energy intensity of GDP by 10 percent.
The Vice Minister emphasized that energy efficiency is a core of development of economy of the leading countries of the world. "And our country has great potential in this issue," K.Tuleushin said.
According to him, the most energy-intensive field is industry.
During the meeting Prime Minister Karim Massimov proposed to award President Nursultan Nazarbayev the highest state award "Halyk Kaharmany" (People's Hero). The corresponding draft law was submitted to the Kazakh Parliament. The Senate adopted the bill on September 1. Besides, Kazakh Government approved resolution "On implementation of the Law "On national budget for 2012-2014".
The same day Kazakh Prime Minister met with Olivier Descamps, EBRD Managing Director for Turkey, Eastern Europe, the Caucasus and Central Asia.
The parties discussed the plans for developing public-private partnership in road transport sector and implementing the project of the Big Almaty Automobile Ring Road (BAKAD). They also noted the EBRD's contribution to Kazakhstan's economy, particularly transport, energy and banking sectors. Over the past five years EBRD's investment increased twofold.
On Wed Kazakh Prime Minister Karim Massimov made a speech via video link at the opening of the international conference "Silk Road" on Wednesday.
"We are very proud of our progress for 20 years of independence. Our economy ranks among the world's ten rapid growing economies. Income per capita grew 12 times. The World Bank classified Kazakhstan as middle-income country, and our country enters top 50 world economies," Massimov told about Kazakhstan's achievements.
He emphasized that Kazakhstan pursued policy of improving business environment and investment climate by means of reforming legal framework.
The conference "Silk Road" will last in Almaty till December 1. It brings together senior executives, with influential policy-makers and experts, to discuss opportunities and challenges for their business community.
On Wed the Kazakh Oil and Gas Ministry held an enlarged meeting with the subsoil users on fulfillment of contractual commitments.
"Kazakh Agriculture Ministry plans to cancel 21 out of 80 permits in 2012," Agriculture Minister Asylzhan Mamytbekov told addressing the Senate Committee on Agrarian Issues and Environment on Nov 28.
Besides, the Minister briefed on the development of amendments to the grain market regulation laws. The bill will regulate establishment of regional food funds, introduction of e-grain receipts, so on.
"Economic development of Kazakhstan for 2010-2011 lets us suggest that Kazakhstan has embarked on a stable phase of its economic development, i.e. 7% growth," PM Karim Massimov told addressing today the economic forum themed "Socioeconomic development of Kazakhstan: 20 years of independence and new goals" on Thursday in Astana.
The same day Prime Minister of Kazakhstan Karim Massimov has left Astana to attend the inauguration ceremony of newly-elected Kyrgyz President Almazbek Atambayev in Bishkek.
Presidents of Turkey and Georgia, Prime Ministers of Azerbaijan, Tajikistan, Vice Premier of Tatarstan and others were invited to the ceremony.
Today Vice Prime Minister-Minister of Industry and New Technologies Asset Issekeshev has arrived at the Altynkol cross border station located on the Zhetygen-Korgas railway line in the Panfilov district of Almaty region.
During the visit A.Issekeshev got familiarized with the facilities ready for commissioning and included in the first launch facility. It is a building of railroad station and an administrative building for public employees of railway border crossing with the points of maintenance and station.
Then the Minister visited the Khorgos International Center of Boundary Cooperation.
