WEEKLY REVIEW: Kazakhstan to follow youth policy based upon personal liabilities' principles

On Monday, February 25 The Kazakh government subsidizes KZT 450 million for seeds. This was reported by Kazakh Minister of Agriculture Asylzhan Mamytbekov at a briefing at the Central Communications Service under the President of Kazakhstan today.

"The matter of provision with seeds is quite acute. I would like to answer this question in advance. Increase in their prices creates a problem. This year, the price per ton of elite seeds reaches KZT 70.000. Given this, we are making changes related to the increase in the standard of seed subsidies and the top rate will rise from KZT19.500 to 25.000. It is planned to allocate additional funding to the tune of KZT 450 million from the state reserves in order to not constrict this program, "Mamytbekov said.

As the minister said, this year a deficit at 80.000 tons is expected in seeds, Kazinform has learnt from TREND.az.

"Some 12,200 tons in Aktobe province, 7000 tons in West Kazakhstan province and 60.000 tons in Kostanai province. Of them 55.400 tons will be retrieved by the resources of the provinces and the Food Corporation is willing to allocate a loan to retrieve 24.000 tons. Financing is the main issue as there are seeds in the farms," Mamytbekov said.

On February 26 the Government of Kazakhstan has passed the draft concept of the state youth policy for 2020. Minister of Education and Science Bakytzhan Zhumagulov who presented the draft document stressed it covered all key ideas highlighted by President Nazarbayev in his article "Social Modernization of Kazakhstan" and the "Kazakhstan-2050" Strategy.

In his words, the concept focuses on the new principles of social policy based on the guarantees of the state as well as on the individual liabilities.

The concept envisages the problems of youth employment, retraining, provision of affordable housing, travel and meal expenses reimbursement.

In general, the new document supports the youth and offers opportunities for its self-realization.

On Wednesday, February 27 the press service of the Kazakh Ministry of Foreign Affairs informed Iran nuclear talks were held on February 26-27 in Almaty. The talks have contributed to strengthening mutual understanding between Iran and the group of international negotiators.

The sides agreed to further discussing how to deliver on the issues at the level of experts in Istanbul on March 18 this year, and the next round of high-level talks in Almaty on April 5-6.

Kazakhstan, without being a direct participant in the talks, has tried to create favorable conditions for a fruitful meeting.

Kazakhstan welcomes the decision of the parties to continue negotiations, stresses the need to address the problem by peaceful, diplomatic ways and the commitment of the Kazakh side to the next meeting of the delegation in Almaty in the declared period of time.

On February 28 Deputy Prime Minister - Minister of Industry and New Technologies Asset Issekeshev presented the Concept of Kazakhstan tourism industry development until 2020, developed on the instruction of the Head of State.

According to Issekeshev, the Concept includes five national tourism clusters with four national and more than 20 regional projects.

A key objective of the Concept is the creation of new permanent jobs. So as part of its implementation it is planned to increase several times the number of people employed in tourism and related sectors.

"The key to the successful implementation of the concept and the accelerated development of tourism is a pivotal role of the state, as demonstrated by the experience of Malaysia, Singapore, Spain, Mexico, Morocco and other countries of the world."

Premier Akhmetov stressed that the development of tourism was directly linked to the creation of favorable infrastructure, and instructed to reckon it while developing the program of development of transport infrastructure at the request of the President.

"Kazakhstan has a vast territory with potentially attractive tourist areas. Implementation of this concept will give us the opportunity to create new jobs and generate new profitable business in the country," the Prime Minister concluded.

On Friday, March 1 Prime Minister - Minister of Industry and New Technologies Asset Issekeshev took part in the 1st Republican investment forum Baikonyr in the city of Kyzylorda. Reps of other ministries, financial institutes and foreign investors are in attendance.

The delegation led by Minister Issekeshev familiarized yesterday with the general layout of Kyzylorda and prospects of its development at Tulpar Business Center.

In line with the new general layout approved in 2009, the city will be developed in the southern direction on the left bank of the Syrdarya River in next 10-15 years.

In addition, the same day Kazakh Prime Minister Serik Akhmetov met with business delegation from France headed by Minister of Foreign Affairs Laurent Fabius.

During the meeting, the sides exchanged views on further strengthening of bilateral Kazakh-French relations in trade, economic and investment spheres.

Calling France "the key political and economic partner in Europe" Akhmetov expressed "interest in promoting dialogue in all fields and at all levels."

The sides noted that cooperation in the oil and gas, construction, power industry, transport, investment was developed very well.

In addition, the French Foreign Minister thanked the Kazakh side for constructive discussion of current bilateral cooperation.

In turn, Serik Akhmetov expressed confidence in further successful development of trade and economic relations with France.

"I believe these meetings will only expand our contacts. Our countries established dialogue in all areas of economic cooperation and the potential for its development is huge," the Prime Minister said.

The meeting was attended by the heads of central executive bodies of Kazakhstan, representatives of French companies "Total", "Alstom", "Eurocopter", "Thales International" etc.
