WEEKLY REVIEW. SCO member states should define common goal to reach new level amid post-crisis development - PM K.Massimov
Recently, First Deputy Prime Minister Umirzak Shukeyev has visited South Kazakhstan region to clarify the reasons for construction delay.
On Monday, November 22 the Kazakh Ministry of Transport and Communications held enlarged session where Minister Abelgazy Kussainov warned that every participant of the project would bear personal responsibility.
On Tuesday, November 23 in Geneva Kazakh Minister of Economic Development and Trade Zhanar Aitzhanova and Deputy United States Trade Representative, U.S. Ambassador Michael Punke signed agreement on completion of bilateral negotiations on access to the Kazakh market of goods within the Kazakhstan's accession to the WTO.
On Wednesday, November 24 Kazakh governmental delegation headed by Prime Minister Karim Massimov started its official visit to Tajikistan.
The Premier took part in the Kazakh-Tajik business forum. Prime Minister of Tajikistan Akil Akilov invited Kazakh investors to take part in a hydroelectric power station construction on the territory of Tajikistan. "Tajikistan is rich in hydropower resources. One of the strategic tasks of the state, which was determined by President Emomalii Rahmon for the nearest future, is achievement of energy independence", A.Akilov said. About 30 big Kazakhstani companies interested in the projects in various economy sectors of Tajikistan as well as a number of Tajik entrepreneurs attended the business forum.
JSC "Kazakh-Tajik Fund of Direct Investments" was presented during the business forum between Kazakhstan and Tajikistan as well. According to Kazakh Prime Minister Karim Massimov, the fund will finance a number of projects in Tajikistan and in the whole Central Asian region. The charter capital amounted to USD 80 million.
Later in the day Prime Minister Karim Massimov met with President of Tajikistan Emomalii Rahmon. They discussed the main issues of mutual trade-economic cooperation and the situation in the region. Besides, the sides focused on cooperation in water-energy resources. "I think that we have found mutually acceptable decisions on all existing issues and to my mind, those results including establishment of the Fund of direct investments, cooperation in the sphere of electric energy, transport and mutual investments will allow us deepening interaction between our states and in the entire region", K. Massimov said at a briefing.
On Thursday, November 25 Kazakh Prime Minister Karim Massimov attended the session of the SCO Heads of Government in Dushanbe. Within the framework of the session the governmental delegation of Kazakhstan headed by Prime Minister Karim Massimov held a meeting with the Chinese side headed by Premier of the State Council Wen Jiabao. The sides discussed topical issues of bilateral cooperation in the spheres of economy and trade in the course of negotiations. Mr. Wen Jiabao noted comprehensive development of Chinese-Kazakh strategic partnership and good results of close interaction within the framework of the UN, SCO and CICA. "China is ready to work with Kazakhstan and continuously improve the level of bilateral relations. Both sides should continue to strengthen and expand interaction in energy sector and on the fields of high technologies, infrastructure, agriculture and business. We should promote development of the International Border Cooperation Center", the Premier emphasized.
"Kazakhstan attaches much significance to Kazakh-Chinese strategic partnership. We intend to deepen energy cooperation with China, expand interaction in infrastructure, agriculture and non-primary sectors as well as strengthen ties within the framework of the Shanghai Cooperation Organization for promoting peace, stability and development in the region", Mr. Massimov said.
K. Massimov congratulated China on successful holding of the World Universal Exhibition Expo 2010 in Shanghai and Asian Games in Guangzhou.
At the session of the SCO Heads of Government said that the Shanghai Cooperation Organization turns into a promising platform for joint interaction strengthening.
"Adoption of a joint initiative on overcoming the consequences of the global financial crisis at the last meeting in Beijing allowed us concentrating on development of effective anti-crisis decisions within the SCO", the Prime Minister said. He noted, that the member countries continued implementing the Action Plan on realization of the program of multilateral economic cooperation of the SCO member states.
The Head of the Kazakh Cabinet stressed importance of defining a common goal to reach a new level amid the post-crisis development and giving the SCO a leading role in the region.
The Prime Minister also informed that Kazakhstan planned to hold the Day of the SCO in 2011. The results of work of the Shanghai Cooperation Organization for 10 years would be summed up during the SCO Day.
The Prime Minister said that in the nearest time the SCO member states should focus on coordination and adoption of such important documents like the Agreement on creation of favorable climate for international road transport, the Provision on the order of formation and the principles of functioning of the special account of the SCO development fund, the Agreement on fighting with illegal migration, the Anti-Drug Strategy for 2011-206 and the Agreement on cooperation in healthcare. Besides, according to the Kazakh PM, the member states should gradually broaden the list of activities included in the SCO program of multilateral-trade-economic cooperation in trade and investments.
Upon the results of the sitting a range of documents including the joint Communiqué were signed by the Heads of Government.
On Friday, November 26 the working group on OSCE Summit's transport support held final session chaired by Minister A.Kussainov in the International Airport of Astana. The full readiness of transport services to the coming Summit was noted.
